Turn your light off just as you throw the net.
Gold hooks will usually catch blueback herring when they are there. If using gold hooks, try different depths until they start hitting. Jig the hooks up rather fast and let them down slowly. The herring usualy hit on the down stroke and if you let them down a little slower than they would fall, you will feel them hit.

Also, the bait usually scatters when you thorw the net so wait 10-20 minutes at least between throws.
