Brent,
I personaly like to cut bait on humps or points and even shallow flats near deep creek or river runs . I like to find areas that have a fairly clean bottom while some anglers like Warren likes to fish near timber, it's all a matter of choice. As far as cuting my bait I like to cut the head and tail off to get as much blood in the water as possible . There is realy no set depth to catch stripers on cut bait as far as I know because I have caught them in as little as 2ft of water and as deep as 100ft of water. I do however prefer to find fish in 30ft or less they just seem to be more willing to bite cut bait any time of the year at that depth . Im sure some of the other cut bait fisherman will tell how they do it but I hope this helps some.
Good Fishing,
