There is a good article on "Live Bait for used for Striped Bass" on the Striped Bass Conservation Coalition (SBCC) website (see link below). It says they can be caught using sabiki rigs. I've also read that they do not gather in large schools like blueback herring do.

You didn't mention where you may be trying to catch them. As far as I know, there isn't a significant population of them in the Savannah River Lakes (Hartwell, Russell, Thurmond).
