If it is a built in bait tank it may have corners that are too sharp. A good bait tank should be either round or oval with no coners. Even rounded coners can result in bait damage. The herring swim in a circle and will bump their noses on the side when they come to a corner.
Don't know if this was your problem or not. It could be one of the things already mentioned in other posts.
