You only put 10 gal of water in your 30 gal tank? That might be your problem. Also like Mr Ed said they seem to fair better in good clean well water although well water usually does not have oxygen in it and needs to be areated before putting bait in it. Lake water already has oxygen in it so you don't need to areate it, but it is dirty. Either way those things are hard to keep for an extended period of time, even in the winter.
I use a charcoal bags from the pet store to keep my bait and that has seemed to help tremendously. There is also another type of cartridge you can get that removes strictly ammonia and I will use both together in the summer in my tank and this seems to help out a bunch. I figured the bait tank is just a big aquariam.
